The Payne Lake Waterway Access Site provides an accessible pathway and dock designed for use by people who use mobility devices. The site is suitable for launching a canoe or small boat onto Payne Lake. The lake is stocked annually with brook trout and provides visitors with fishing opportunities. The small lake is in a quiet corner of Independence River Wild Forest.
The site is located outside of Lowville off of Cleveland Lake Road.
